4 Programs That Can Help You Buy Texas Ranch Land (Even If You Don't Have Cash Sitting in the Bank)

Stop telling yourself you can't afford a ranch. The government's ready to write the check — you just don't know it yet. But I'm going to show you.

There's a particular kind of quiet that settles over a piece of raw Texas ground right before sunrise — dew still on the grass, a hawk working the fence line, the smell of cedar and cold dirt. It's the moment most people picture when they imagine owning a ranch. What stops them isn't the dream. It's the down payment.

Texas land values have climbed more than 505% statewide between 1997 and 2022, according to Texas A&M's Real Estate Research Center. That kind of appreciation is great news if you already own ground — and a real obstacle if you don't. The good news: there are federal and state programs built specifically to close that gap. Here are four real programs that can help you buy the land, starting with the one that offers the most direct path.

1. FSA Direct Farm Ownership Loans — The Deep Dive

The USDA's Farm Service Agency (FSA) is the federal government's own lender to farmers and ranchers who can't get a conventional bank loan on workable terms. It's not a grant, and it's not a guarantee — FSA cuts the check directly.

What it offers:

  • Direct Farm Ownership Loans up to $600,000, financed and serviced by FSA itself through local Farm Loan Officers
  • Terms up to 40 years on real estate purchases
  • A Down Payment Program for beginning farmers and ranchers requiring as little as 5% down, with FSA financing up to 45% of the purchase price
  • Joint financing arrangements where FSA covers up to 50% of the purchase cost alongside another lender

Who qualifies: You need to be a U.S. citizen or permanent resident with enough farm management experience to convince FSA you can run the operation and repay the loan. For the Down Payment Program specifically, "beginning farmer" means you've operated a farm as the primary operator for 10 years or less, and you don't already own more than 30% of the average-size farm in your county.

The catch: Direct loans require passing FSA's "credit elsewhere" test — you have to show you genuinely can't get comparable terms from a conventional lender first. Processing typically runs 30–60 days.

2. FSA Guaranteed Farm Ownership Loans — The Other Avenue

If the direct-loan paperwork feels like too much, FSA has a second lane through the same program family: Guaranteed Farm Ownership Loans. Instead of FSA lending the money itself, a commercial bank or Farm Credit System lender makes the loan, and FSA guarantees up to 95% of the principal against loss.

  • Maximum guaranteed loan: $2,343,000
  • No "credit elsewhere" test — this route is built for buyers who can work with a conventional lender, just with government backing to soften the risk
  • Faster processing than direct loans in many cases, since the lender is doing familiar underwriting

This is often the practical choice for a buyer with decent credit and some capital who still wants the lower rates and longer terms that federal backing makes possible.

3. Texas Veterans Land Board (VLB) Land Loan Program

If you served, Texas has a benefit most veterans never use — only about 1 in 8 eligible veterans take advantage of it, by some estimates. The VLB Veterans Land Loan Program, run by the Texas General Land Office, is the only program of its kind in the country: a state-funded loan specifically for buying land.

  • Borrow up to $200,000 for an individual veteran, or up to $275,000 if both spouses independently qualify
  • Minimum 5% down, fixed-rate, 30-year term
  • Current land loan interest rate: 7.25% (subject to change)
  • Land must be at least one acre, wholly within Texas, with legal road access
  • Eligible: veterans with 90+ days active duty (honorable, general, or medical discharge), active-duty military, Texas National Guard members, and qualifying reservists

A $325 appraisal and contract service fee applies, and there's no prepayment penalty. Once a VLB land loan is paid off, a veteran can use the program again.

4. Texas Agricultural Finance Authority (TAFA) — Agricultural Loan Guarantee

Housed under the Texas Department of Agriculture, TAFA exists to help Texas farmers and ranchers get financing for exactly this kind of purchase, through its Agricultural Loan Guarantee (ALG) Program.

  • TAFA will guarantee up to $500,000, or 80% of the loan amount — whichever is less — through your own lender
  • Open to any Texas farmer or rancher, regardless of age
  • A Young Farmer Grant Program and Young Farmer Interest Rate Reduction Program offer additional matching funds and rate breaks for applicants ages 18–45 buying or leasing land
  • A nonrefundable $100 application fee applies, plus a 1% origination fee on the guaranteed amount at funding

TAFA doesn't set your interest rate or terms — that's between you and your lender — but the guarantee itself can be the difference between an approval and a decline on a ranch-sized loan.

Stacking These Programs

None of these are mutually exclusive. A veteran who's also a beginning farmer could pair a VLB land loan with FSA operating capital. A young rancher under 45 could combine a TAFA-guaranteed loan with the FSA Down Payment Program on a different tract. The programs weren't built to compete with each other — they were built to fill different gaps in the same problem: getting good people onto good ground.
